South Coast Air Quality Management District (SCAQMD) is the air pollution control agency for Orange County and the urban portions of Los Angeles, Riverside and San Bernardino counties, the smoggiest region of the U.S. SCAQMD develops plans and regulations designed to improve air quality by reducing VOC emissions. These plans are then submitted for approval to the EPA and CARB to ensure compliance with their respective Clean Air Acts.
